Bug Description
Kubernetes Pod has cpu/memory limits and cpu/memory request. Zun supports limits but not request. We need to add support for requests.

Kubernetes use limit/request to control the over-subscription of resources. However, OpenStack Nova doesn't allow users to directly control the over-subscription behavior (over-subscription is controlled by admin via config file). Zun would like to align with Nova's behavior so we are not going to support resource request/limit as k8s.
I will close this bug.
