Rename 'tenant' to 'project' in server

The entire OpenStack community is moving from 'tenant' to 'project'. Zun should follow this effort. There is another bug [1] for do the renaming in client side. This bug is for tracking the renaming in server side.

    Remove "all-tenants" in server

    The patch for "rename tenant to project" in zun-tempest-plugin has been merged.
    Now, We can remove the left "all-tenants" in server.
