Support list containers in all tenants

In Nova, users can list VMs in all tenants by:

  $ nova list --all-tenants

It would be great if zun can suppor the same:

  $ zun list --all-tenants

When testing the patches for this bug, find bug 1670075 which is a blocker to this one.

    If all-tenant is determined to be 1, then set context.all_tenant
    to true.
