I did try to run Django version from 1.11 till 1.25 and it still didn't do any effect

A few questions:
* How did you install Horizon (i.e. devstack? kolla? manual install? etc.)
* Did Horizon work if zun-ui is not installed?
A quick look at the trace. An observation is that the stack doesn't contain any zun-ui module. It might not directly relate to zun-ui. I will have to find a time to see if I can re-produce the error thought.
