Turning on zpanel should not re-write /etc/apache2/apache2.conf

Bug Description

if you look at the UPSTREAM Installer scripts it says that apache needs to altered, May be there is a way around this? Like using sites enables and or something like that.

added sites enabled for ssl and for non-ssl.

need to add the code to postinst for the apache stuff aka sites enabled ssl and non-ssl. talk to the good people on #ubuntu-server next.
