File Manager Context "Send To" Not Avtive/Focus Window

Bug Description
OS: Zorin 15
Default Email Client: Thunderbird
Steps to duplicate:
Open File manager
Right Click on pdf file and select "Send To..."
Thunderbird compose window opens behind File manager
Expected behavior:
Compose window is brought to the top of the desktop
I tried (using filemanager-
thunderbird -compose "attachment=%U"; wmctrl -i -r 'Write: (no subject)'
However, this did not work.
