Ensure XQueryX XQTS EXPECTED_FAILURE() markers are correct

Bug Description

We rarely test XQTS XQueryX tests using testdriver, meaning that the EXPECTED_FAILURE()s for them are probably not correct. We need to run the full set of W3C test suites in XQueryX mode without using testdriver_mt, and ensure that any failures are marked as EXPECTED_FAILURE() with appropriate bug numbers. Probably in most cases, the corresponding XQuery test is also failing and is being tracked, so copying the EXPECTED_FAILURE() to the appropriate part of test/rbkt/Queries/CMakeLists.txt and changing the testname from XQuery to XQueryX will be sufficient.
