Bug Description
We pass only the localname to the XQC_ErrorHandler, not the URI of the error QName. This is because internally to Zorba, errors aren't represented with a QName, and the error URIs don't actually exist anywhere. XQC will need to map/invent URIs for QueryExceptions.
