XQC_ErrorHandler: fn:error() object unimplemented

Bug Description

If a query calls fn:error(), the optional third argument should be made available as an XQC_Sequence to the client code. Internally Zorba's UserException already supports this; it should be just a case of punching it out through the XQC layer. Marked as lower priority because XQC specifies this as optional functionality.

Re-filing as a feature request, and lowering priority as XQC is likely dead.
