Bug Description

This error code is used for several related, but different things. I think separate error codes should be created. Please review all the uses of this error and create new error codes. Since these are all Zorba-specific errors, new error codes are free.

I see it is used in only 2 places: capi/error.cpp and context/dynamic_loader.cpp. Neither of these 2 places is my code, so I don't really know if more specific error codes are needed there. I transfer this to Matthias; mybe he has a better idea about it. Otherwise, I propose we just close this bug.
