Create Windows APIs documentation

[Rodolfo Ochoa]

We need to create documentation that helps the user with the installation process for the API Bindings:
- Java
- XQJ
- Python
- Ruby
- PHP
- C#

This documentation is going to be in their appropriate language section as a sub-item, not on main documentation page.
This documentation must containt at least:
- Install procedures
- Troubleshooting
- FAQ (if possible)

please use current examples but focusing on Windows environment with more detailed information according to your experience:
