Move general-purpose streaming/C++ code from read-pdf to util-jvm

Bug Description

The read-pdf module includes some generally useful code:

1. Streaming between Java and C++
2. The java.library.path hack to allow Java to call back into C++

These should be moved into the util-jvm module for use by other modules.

Moving at least (2) may be challenging as it will require making some kind of general-purpose way to access that hack.

This is currently "nice to have"; however, it may soon increase in priority as there are a number of new Java-based modules for SQL and NoSQL on the horizon that may at least want the streaming code.
