Bug Description

At http://www.zorba-xquery.com/html/modules/expath/file#read-text-2,
I'm reading: "In Zorba only the following encodings are currently
supported: "UTF-8", "UTF8"."
Do we only support UTF8?
Should the phrasing be improved?
If we only support UTF8, is it the same story for base64:decode#2?
