Several core tests fail without non-core modules

    677 - test/rbkt/zorba/base64/reuse-stream (Failed)
    1610 - test/rbkt/zorba/file/dirname_basename (Failed)
    2905 - test/update/zorba/store/sc3 (Failed)
    2906 - test/update/zorba/store/sc2_ex (Failed)
    3159 - bin/zorba_compilechk4 (Failed)

These core tests depend on various non-core modules. Now that we have IS_ZORBA_MODULE_DECLARED(), it should be possible to skip these tests when the corresponding module isn't part of the build.

base64 test OK now - base64 is a core module.

dirname_basename tests fixed.
