zdaemon: control shutdown independent from startup

Bug Description

Contrary to the documentation, "backoff-limit" is used to control
both startup as well as shutdown.

This is bad for ZEO: shutdown can take a very long time due to
index writing.

Therefore, there should be independent options to control
timeouts for startup and shutdown.

The attached patch adds "shutdown-timeout" to control the behaviour
for shutdown.
