Filtering on --layer should consider base layers

Bug Description
When passing a "--layer" argument to filter the tests to run on layers, currently zope.testing only selects tests whose immediate layer macthes the filters. As such, it's not possible to filter tests based on a base layer of the layer used directly by the test. It would be better to use the --layer argument to run or omit all tests whose layer is the specified layer or uses the specified layer as a base.

This needs to be fixed in zope.testrunner, not zope.testing.
