zope.publisher: getPreferredCharsets using obsolete ISO-8859-1 as default

Bug Description

zope.publisher.http.getPreferredCharsets() performs checks against iso-8859-1 and eventually sets ISO-8859-1 to the 'charsets' list.
This encoding is outdated for years and replaced with ISO-8859-15 (specially because of the Euro sign and several other french characters).

I think the should be reflected in the code. However I am not sure if this is issue is of relevance in the real world.
