generic setup metadata.xml and registerProfile directive

Hi,

When providing a metadata.xml file, GenericSetup's registerProfile directive crashes if <dependencies></dependencies> is provided as empty tag with a key error (GS v 1.4.1)

propably this might happen as well if any other empty tag is provided.

the exception appears in _extractNode in utils.py line 268

this behaviour might also refer to Bug 161601 (zopecmf-352)

No need to wait with the "fix released" status, it's checked in and will be released eventually. We don't need a separate administrative step to check all items in "fix committed" status after every release.
