zeoctl logreopen does not work

Bug Description
zeoctl logreopen does not reopen the zeo.log.
When I move the zeo.log and call zeoctl logreopen no new zeo.log is created. All Logmessages still go to the old file.
./bin/zeoctl logreopen
kill(6319, 31)
signal 31 sent to process 6319
The signal is send to the correct Process but nothing happens
