"Insert link" and "Insert external link" should be merged

Bug Description
The "Insert link'" dialog enforces that the user enters a valid page link. For URLs etc. the "insert external link" dialog should be used. However this is not convenient because there is only one key binding for "insert link" (Ctrl-L) and secondly because it is confusing. Therefore these two dialogs should be merged into one dialog which allows both internal and external links and is intelligent enough to distinguish them.
