Bug Description
Index uses ellipsis when the name is to long to fit on the screen. A tooltip should been shown with the full name on mouse over.
The pathbar only shows the last part of the name, which does not show hierarchy context. A tooltip should show the full path name.

I ran into this while trying to add tooltips to buttons placed in the ScrolledHBox object. Tooltips were completely ignored. I tried to figure out the reason and ended up in the 'do_size_allocate' function of the ScrolledHBox class.
The addition of one line (see attachment) seems to solve the problem - at least tooltips can appear for Pathbars, though I can't say exactly why 'do_size_allocate' function is so affecting tooltips.
