This comes up every time I click on a hyperlink to another file in the same Zim notebook.
The notebook was created on Linux (Manjaro XFCE), and synced to this Windows machine where no editing has been done.

The error occurs ALWAYS when I click on a link containing Chinese or Japanese characters, whether created in Windows or Linux.
Links containing only Latin letters have no problem.

Seems to be a known issue with python - fixed in python 3.

Will need a work around to catch the issue in zim.
