empty buildout:index yields spurious error messages

Bug Description
Using no index (buildout:index=), I get a message "Not found: /<package>/" printed twice for each package before buildout prints the "Getting distribution for <package>" message. The "Not found:" message doesn't seem to be helpful in this case.

My preferred fix would be to disable the index functionality. find-links is sufficient for just a few hundred packages
