Bug Description

In zc.buildout.easy_install:799 (develop), a conditional compares a method (logger.getEffectiveLevel) to logging.DEBUG when deciding whether to log debug info. Attached is a patch. I would have committed but the tests for trunk weren't in a passing state for me before this change so I couldn't verify.
