Debug logs do not appear in devstack by default

Using the devstack plugin, the only log messages shown from the console are the incoming HTTP requests. None of the oslo_logging logs (LOG.debug, LOG.info, LOG.warning, LOG.error, &c.) are visible.

It's not clear to me how you enable them - various messing with the config file didn't help.

The logs don't show up in /var/log/messages or in /var/log/zaqar/* either. I wasn't able to find them anywhere.

devstack local.conf:

enable_plugin zaqar git://git.openstack.org/openstack/zaqar stable/newton

(but I suspect it's the same on master)

yes, it doesn't work with uwsgi.

    Make the log work when deploy Zaqar with uwsgi

    The zaqar-wsgi runs under uwsgi by devstack can't
    print any WARNING, DEBUG, ERROR or INFO log now.

    This path add the log initialization for uwsgi boot.
