zaqar devstack plugin broken with devstack change

It seems https://github.com/openstack-dev/devstack/commit/a3bb131c138859367f4529720121fd3eb8e239fd has broken[1] zaqar devstack plugin that fails to create the endpoints and hence all the zaqar related tests.

    Use KEYSTONE_IDENTITY_BACKEND

    KEYSTONE_CATALOG_BACKEND variable is removed from devstack[1], use
    KEYSTONE_IDENTITY_BACKEND instead.
