some tempest tests are broken

Puppet OpenStack CI jobs are running integration testing [1] with Zaqar included [2].

Though some tests are always failing:
tempest.api.messaging.test_claims.TestClaims.test_release_claim [0.043964s] ... FAILED
tempest.api.messaging.test_messages.TestMessages.test_delete_multiple_messages [0.073030s] ... FAILED
tempest.api.messaging.test_messages.TestMessages.test_get_multiple_messages [0.030263s] ... FAILED
tempest.api.messaging.test_messages.TestMessages.test_post_messages [0.032578s] ... FAILED
