Bug Description

Update the homedoc to match the spec listed on http://wiki.openstack.org/wiki/Zaqar/specs/api/v1.1. It would make sense to add the base API and pools schema as well, but we have to make sure that admin_mode is enabled.

    Expose pools and flavors in homedoc

    Pools and flavors were missing from our v1.1 homedoc. This patches adds
    them just when admin_mode is enabled. To do so, the falcon resource now
    accepts a conf object.

    Follow up patches should make all resources accept a conf object, for
    the sake of consistency.
