[queues/sharding] Add functional tests

The new /v1/shards transport needs some functional tests. These should cover the functionality described here: https://wiki.openstack.org/wiki/Marconi/specs/sharding/v1

The tests should be run as part of the gate , using a sharded setup

Shards have been renamed to pools and a functional test suite has been added: https://git.openstack.org/cgit/openstack/zaqar/tree/tests/functional/wsgi/v1_1/test_pools.py

Adding the pools tests for v1 would mean duplicating a lot of code.

But... this is not only true for pools... currently existing tests also perform really similar tasks.

I'll open a bug report so we can follow the refactor somewhere else. After the refactoring this should be covered as well :)

Given that v1 is freezed it doesn't make much sense to add the missing functional tests for it. Adding those tests would mean duplicating a lot of code. For that reasons, I'm closing this bug.
