Bug Description
Currently, PUT on the sharding resource returns 204 if the resource already exists. PUT should always replace the existing resource to comply with HTTP semantics.

Based on my test with the latest code, now the PUT actions for sharing resource is always return 201 instead of 204. Seems somebody has fixed it. So I'm going to mark this as invalid.
