Zaqar-UI should use PBR library to manage it's dependencies

Bug Description
Zaqar-UI doesn't install python-zaqarclient when we run this command from the installation instruction:
tools/with_venv.sh pip install -e ../zaqar-ui/
And Zaqar-UI can't work without it. When I run inside horizon repository:
$ ./run_tests.sh --runserver 0.0.0.0:8080
I see "ImportError: No module named zaqarclient.
We should probably create "requirements.txt" and make Zaqar use PBR library to install these requirements on it's installation.
