0.2.5 yaql comes with `yaql` CLI utility, wich provides a yaql REPL to play with.
in 0.2.6 this utility is absent.

YAQL package housekeeping
Several minor package improvements:
* package version removed from setup.cfg, thus making package versions
tag-based via pbr
* bumped CLI version to 0.2.7 (still manual in this branch, 1.0
already does that automatically)
* returned CLI entrypoint back to setup.cfg (was missing for several
releases)
