Multiple keyboards: caps lock (and/or it's light) won't work correctly

Bug Description

If I connect external keyboard to my laptop with (Ubuntu 10.04 amd64) and press Caps Lock only Caps Lock light on external keyboard go on. Then if I write both keyboards write big letters. And if I take external keyboard off, laptop's keyboard writes still big letters but Caps Lock light is off. Now if I press Caps Lock it will write small letters but Caps Lock light is now on.

I think that it should have written big letters with both keyboards or just with external and only external keyboard's caps lock would have been on.

Reproduce:
0. Check that all Caps Lock lights are off
1. Connect additional keyboard
2. Press Caps Lock from additional keyboard (both Caps Lock lighs are now on, and only one of them write big letters)
3. Disconnect additional keyboard
4. Now caps lock light works wrong way (off when you write big letters and on when you write small letters)

this is why I had to do my install again!
and did not know what was wrong -

Had trouble w my password after fresh install of 10.04.
Probably I did the complete opposite of what to do when I got rejected from my authorities and switched keyboard top my lap after LOTS of attempts with my password/pass phrase.

This can be a real killer for new users, ref bug #1, who don't thrust Ubuntu.
