This issue only occurs on this new kernel my system has been updated to, I think I submitted the report on my system after restarting.
The previous kernel that was OEM never had this issue, and is solved my utilizing the grub menu at boot and selecting the older kernel.

UPDATE: Just found out this also just happens on logging out of a user. Goes into a static screen that needs a force restart to get out of.
