This issue is fixed with upstream xf86-video-vmware with the patch https://cgit.freedesktop.org/xorg/driver/xf86-video-vmware/commit/?id=d5550b7f8375c3d9003731578c1570e014577348

Could the Xorg maintainer for Ubuntu 18.04 please update the distro repository

We don't have a project for xserver-xorg-video-vmware so the project selected is xserver-xorg-driver-vesa.

Thanks to another developer pointing out offline the real reason for this issue is regression in vmware DRI driver. So I guess we can ignore this bug.
