Bug Description
After relatively recent update to 5.3 from official Ubuntu repositories, scrolling become mostly broken for me.
I'm using tiling window manager and a long list of things in xpad that is automatically opened on user log in.
The list is too long to fit on one screen, so there should be a vertical scroll bar, however, since 5.3 scroll bar disappeared and mouse scrolling doesn't do anything.
The workaround is to toggle "Show scroll bar" in settings, after that scroll bar appears again and works fine, but only until restart.
