Bug Description
When the scrollbars are set to hidden scrolling does not work. Could a distinction be made between hiding and disabling the scrollbars?

The suggestion is to make the following preference settings:
- checkbox for enabling scrolling
- sub checkbox (when enabled) for hiding the scrollbars
