First, you notice a difference in speed between trackpads and other devices because trackpads are handled by the X synaptics input module, while the rest are handled by the X evdev input module.

On to the major point of the bug. I don't think there's an absolute *correct* way to handle this. However, a case may be made that this should be configurable. The best place for this discussion is on the xorg-devel mailing list. Would you feel comfortable asking about this there?
