System wide default keyboard layout (Norwegian) not applied to guest session

Bug Description
I have Norwegian set as default keyboard layout and obviously physically corresponding keyboard hardware. For guest sessions, the active keyboard layout becomes wrong and typing is broken. In guest's prefs, the correct system wide default setting of "Norwegian" is in fact set. But it looks like it has not been applied properly, and US is really the active layout. Running "setxkbmap no" resolves the issue for that session.
Problem exists on two different machines. Both have wireless Logitech keyboards with Norwegian layout (one is bluetooth DiNovo Edge and the other is K750 with unified receiver).
I added the following startup entry as a work-around:
