Setting capslock to control in gnome keyboard preferences leaves capslock stuck on

Bug Description
To reproduce:
1. Turn on capslock
2. Click System-
3. Under "Ctrl Key Position" choose "Make Capslock an additional Ctrl."
4. Click OK
This gets the desired behavior (Capslock now acts like control) but has a side effect -- now you're stuck with capslock on. It should be turned off automatically when using this option.
