Report errors to the user

Bug Description

When an error occurs, the user should be informed about that, probably with a short message in a Gtk.InfoBar.

For HTTP errors, this should be MessageType.WARNING, MessageType.ERROR for any other errors.

Additionally, if an error occurs with an interactive comic, we could report this to the user. Ideally, https://bugs.launchpad.net/xkcd-elementary/+bug/1590742 gets fixed and we can display interactive comics in the app, but in the meantime, this could be an okay middle ground.
