Bug Description
When upgrading a copy of my 1.0.x database I got
Fatal error: Class 'ResponseManager' not found in /var/httpd/
After processing the 20.sql file. Renamed the 9.sql file and started the upgrade over and it said it was updating from version 20 to 21 so I think it got all the way thru 20.sql. Upgrade is now complete and appears to have pulled everything over.

Actually it's more likely it failed upgrading from 9 to 20 in the PHP than the SQL.
It'll probably leave you with permissions problems.
Could you send over a dump of your 1.0 database (with log and stat tables truncated preferably) so we can try and replicate this and figure out what went wrong.
