Time displayed error in Admin console

Bug Description

Hi ,
I leave in Quebec Canada.
See the print screen attachment.
You can that in IE it is 23:07 but Windows it is 17:08
Posssibly a time zone or something like.

Running on Windows 8.1 french.

The time on your server is wrong or in a different time zone to your client

Both are on the same PC.
I opened IE with Xibo_Admin and password on the server.

Then the time zone setting in Xibo server options is set incorrectly

It's showing as set to central European standard time which is certainly
wrong for Canada. You need to set the correct time zone in the CMS options.

Please mark this bug as invalid as it is not a bug in the Xibo software

Where do i go to verify?
Is it thé Xampp installation de problem?
