[Xubuntu] Can't place desktop icons to the 2nd monitor

Bug Description
I am using Xubuntu with dual monitors in extending desktop mode. There is an issue: after setting up dual-monitors, logout and login again, i can't place desktop icons to the 2nd monitor. I can drag desktop icon to the 2nd monitor, but when i release the left mouse, it returns to the original position on the 1st monitor, please check this video for more details: https:/
I've tested on Xubuntu 14.04, 15.10, 16.04 and Linux Mint 17.3 XFCE, they have the same above issue.

Please enable placement of desktop icons on the monitor of choice in a multi-monitor setup.
Currently, because the desktop in a multiple-monitor setup is seen as one large monitor, desktop icons by default appear on the far left-hand monitor.
It would be useful to be able to have the desktop icons appear on any monitor, e.g., center or right, as well as left.
This feature is available in MS Windows and in KDE (Folder View). It has also been implemented in Cinnamon, but in Cinnamon the feature does not work very well as of yet.
