xfce4-panel clock looses configuration

Bug Description

xfce4-panel clock looses configuration.

- install xfce4-panel
- add clock to panel
- configure clock to hold, for example:
  Short help: %V: %A, %d. %B %Y, <b>%H:%M</b>
  Format: %V: %a, %d. %b. <b>%H:%M</b>
- close config.

- reopen config

under certain circumstances "Short help" will be empty now if set to "user defined format". Opening configuration a second time, while configuration is open already, will clear "Format" too, if "user defined format" is selected, while bringing configuration to foreground.

I change the clock preferences to show in the form 13:00:00, and it looks just fine, but then as soon as I press the close button, it returns to a custom format that contains no text. If I then go to preferences again and enter in %T for the time and %c for the tooltip, it works, so I will use this as a workaround, but this is very buggy and it should work if I select something other than a custom format.

As a workaround, xkill the settings dialog rather than closing it the normal way. Settings will be saved.
