Please backport latexml 0.8.3-3 (universe) from eoan to xenial, bionic.

Reason for the backport:

New features:

1. TEI format support
2. New TeX bindings including wiki.sty and csquotes.sty

Testing:

You can test-build the backport in your PPA with backportpackage:
$ backportpackage -u ppa:skellat/latexml-test -s eoan -d xenial latexml
$ backportpackage -u ppa:skellat/latexml-test -s eoan -d bionic latexml

* xenial:
[ ] Package builds without modification
[ ] latexml installs cleanly and runs
* bionic:
[ ] Package builds without modification
[ ] latexml installs cleanly and runs

No reverse dependencies

Needs to be re-done once the archive opens for Focal Fossa and auto-sync begins. I'll need to watch #ubuntu-release to see when that starts.
