Bug Description

Reported by Dave Whitla:

It is not possible to remove a host from a pool because /etc/firstboot.d/data/<SOME-GENERATED_UUID> doesn't exist. In fact /etc/firstboot.d doesn't exist and creating /etc/firstboot.d/data doesn't seem to help. No idea where to start looking.
