add ability to recalculate account balances

Bug Description
In case the balance should get out of sync, or in case of strange occurrences such as running two instances of wxBanker and entering different transactions in each, we should handle this.
The first step is to investigate if caching this is even a performance win, if not, just don't use the cached value.
If it is a win, add back the command-line flag --sync-balances and document this in the man page.

It now recalculates balances when closing wxBanker, so a restart should fix this issue!
