bad location of transaction entry

Having the transaction controls on the bottom and to the right seems poor. Let's move it to the top, under the search. This will also allow us to use the extra space to the left of the search to put a header like "Add transaction:" which will help a lot, I think!

I think I will defer this for now. It doesn't look good right below the search dialog, but might make more sense if the search bar was moved above the tabs as I'd like to do anything, to have searching apply also to graphs making graphing by tag also possible.

Is it possible/practical to have the new transaction window appear below the latest transaction in each account? Entering a transaction would shunt the window down one space.

It should already be scrolling down to make visible the new transaction, so that would be a separate bug if it isn't!
