Wubi does not work when executed from directory with non-ascii characters in the name

Bug Description
The wubi instaler failed without any message just before end.
When executed in console, a python error appeared (something with unicode character decoding).
I tried to execute wubi from the default download directory "Stažené soubory" (My computer contains czech version of windows XP . )
After moving wubi to c:\wubi , installer worked OK.
There has been reported similar problem with foreign characters in home directory name. My problem is similar, but instead of home directory, the execution directory is a problem.
